I am informed on good authority that a Chinese agent of the local Kieler Mission is leaving here today by the S. S. "Hanoi" to endeavour to obtain funds from the Deutsch- -Asiatische Bank. The agent in question is a woman named P'an (34), who speaks English well and has been educated in Edinburgh. The cheque to be cashed may be signed in the name of THE

These funds are probably not intended for missiona- -ry work here, but for the anti-British propaganda which is carried on by the local Kieler Lission, a report of which I sent to His Excellency the General Officer Commanding on the 11th. December last. I am telegraphing to you today in the hope that it will be possible to detect the woman before she leaves the steamer and follow her movements. In any case it is highly desirable that she should, if possible, be prevented from bringing back funds from the Colony as such funds would only be used for German politic
-al purposes.
